not sure if this is official, but apparently, in case of no restart, grid would be set on the basis of Q1 positions.

In Sepang there will be a tornado at the track and still they will race, but here a few drops and they stop the session!!!

I think there is no rule they can order the grid on Q1 results. They just have to qualify tomorrow.

There's no rule for such a case.

It's up to Charlie to set Q1 times as the ones for the grid or to set a new qualifying session for tomorrow.
