Well I literally turned off everything on my computer (including tweetdeck! Lawks no sarcastic tweeting, NASCAR will probably fine me for that!) except the window running the stream and its still choppy.
As I say it was fine during qualy when there was less people in, as soon as it got busier for the race, lag city
