Didn't NASCAR say last year that if it rained, they would allow teams to choose when to put rain tires and windshield wipers on rather than throwing a caution/red flag and stopping the race?

it wouldnt take much to improve on this broadcast team. rusty has always talked faster than his brain could keep up with, and i cant stand listening to him try to talk about anything
