For run-off it should be: the track > grass > tarmac > gravel.

The grass is there to prevent people using the tarmac run-off for their advantage like they do at Hockenheim turn 1. Tarmac to give cars a chance to rejoin, and gravel to slow the cars ultimately when they are heading towards the barrier/tyre wall.

Is there something that can be both safe as tarmac but punishes those who make mistakes?

Something like a sticky tarmac, iono.

Though I'm much more in favor of grass, gravel, hay bales, walls, dirt banks, trees, lakes, steep embankments, cliffs, tank obstacles, pits filled with snakes, some car that dropped out earlier in the race that they just left sitting there, groups of spectators, and minefields.

Paul Ricard has something which destroyes the tyres (not puncturing, but forcing them in very soon) but that's nearer to the barriers. That red zone IIRC.

A lot of the suggestions can't happen since of all the money saving ways there trying to bring in. But what i'd have changed is.

-KERS gone.
-DRS gone.
-Rev Limiter gone.
-Customer Engine Company's brought in.
-V12 Engines.
-Unlimited Season Testing, but also having 3 (one after the first few races, one mid season, one near the end of the season, all for 2 days testing) where all teams go testing; plus having it televised and live timing.
-On a Friday let teams have a 3rd car, for a rookie/young driver. Teams allowed 2 young drivers if they wish, one taking 1st or 2nd practice ect.
-Open to more teams, Pre-Qualifying. Top 26 make the race. But also need to make 107% lap time.

But most of that can't happen really, F1 as for racing is fine right now.

If I got to change anything I wished...

1) Car has to maintain current safety regulations.
2) Enitre car must fit into box X x Y x Z
3) Car is allotted 20 gallons (or some reasonable amount) of fuel for the race. Refueling is banned.
4) Control Tire

#3 is the key and the entire car will have to be built to be efficient, which will also keep the engines within reason and offer many different ways to get to the same goal.

Now, in reality...

1) Get rid of the DRS or let them use it anywhere they want on the track at anytime.
2) Get rid of KERS.
3) Tell Pirelli to keep doing exactly what they've been doing.
4) Even the wings out front to rear.
5) Allow engine development.
6) Steel brakes.

That should do the trick I think.

Thought of another one:

make races not about lap distance, but let them race 1h45m +1 lap.
Guaranteed a longer race, and harder to predict fuel comsumption and tires if you don't know the distance.

They should make the Monza race longer, they shorten the Monaco GP in distance so they should add those kilometres to the Monza distance.

Since testing has been ruled out by teams to continue to save money, increase practice times on Friday, perhaps allocating 1 shorter session to a young driver/reserve driver or maybe just an alloted time.

My change: have the Monday following each race (save the street races such as Monaco) as a test day for the teams. Put the ticket prices at something like 10 Euros or something so people can come watch.

Works very nicely for MotoGP, think it would work well for F1.
