Yeah, I know, but I was thinking about development. Ferrari made good improvements throughout 2012 but in 2013 they've just stalled.

Ermmm.... did they? No is the answer. In 2012 they had a car that worked great in certain conditions. That's all. Alonso kept getting decent results in 2012 until he imploded towards the end of the season. Nothing to do with development.

2011 they had an average car throughout the season and only won one race thanks to the FIA playing around with the blown diffuser rules at Silverstone.

Massa was getting better results throughout 2012 and the qualifying results also began to improve (if we forget about wet weather of course).

That's nothing to do with car improvement though is it? That had much more to do with driver improvement and understanding the car.
