The teams have wanted charters for a long time. Andretti was vocal about it a few years ago. And guaranteed 500 spots won't be included.

charters aside, Indycar still must address the elephant in the room, the racing product is getting poorer with a focus on saving fuel and so, also fine tune the package to make cars run better on road courses

The racing is fine. There have been 4 championship races, 3 of them were a bit processional and those 3 are almost always processional. The tyres will start wearing out as they should from Mid-Ohio.
