I guess because it's in the middle of the track and needs more time to clean up then the SC offers?

I guess barrier repair.

Still, they seem quick to the red flag. I understood it at Sebring with a car flipped, but this they could've cleaned up I should think.

Yeah I don't see anything that would usually warrant a red flag. Easy to say as an armchair expert I suppose, but it does seem strange
