For the first time since 1998, one of IMSA's top classes will run in a sprint race at Sebring International Raceway. This race weekend features the IMSA WeatherTech Sports Car Championship (with all 4 classes on the cards), as well as the return of the IMSA Michelin Pilot Challenge & IMSA Prototype Challenge - which both feature their first race back after the first COVID-19 lockdown. This event was added to the schedule following cancellations from the COVID-19 pandemic.

When did this lightning rule come in across america?

Feels like we're seeing a hell of a lot of stoppages for lightning atm.

I think it's been ever since the Pocono incident when the fan died in the car park, I can't recall it happening before then. This is sue happy America after all.

I remember seeing other races in other countries carry on while you see lightning in the sky.

I'm pretty sure it extends to all major outdoor events. I recall a lightning delay at a second-tier soccer match I went to a few years ago. The match was originally suspended for heavy rain and storms but the delay lasted for quite a while after the rain stopped because there was still lightning in the area.
