What is it with rain atm? We used to look forward to it making racing better, all we get now is rain that cancels races

They're struggling to keep it on track. Some can't even keep up with the pace car.

I guess with the schedule pressure with the extra race to accommodate, there's no way they're going to red flag this and wait for acceptable track conditions....

Tyre got too good at moving water so a lot of spray. Drivers started moaning about not being able to see so they didn't run. Tyre manufacturers lost ability to develop with lack of wet weather running so rain tyres weren't as good so can't run with little grip.
