Nope and never is until Saturday morning.

Never heard any official reason but more or less must relate to the daily/nightly opening and closing of the public road sections.

I have to relearn what pitiful French I used to know, get my passport and go to this one year... This is second on my list after Indy.

Do it before Indy. Once you've been to Indy, you'll want to go back every year and that's bad for both vacation and money budget.
