Rules changes:
- rear attenuator, rear wheel tethers & front steering arms has been redesigned.
- Several aerodynamic changes has been made to the cars.
-- The underwing has seen a variety of changes, with mandated stability wickers; as well as other options with barge boards & trailing edge wickers.
-- The rear wing main plane pillar has changed, allowing teams more freedom in positive wing angle
-- Wickers has also been installed to the sidepods & rear wheel ramps for safety reasons
- A new headrest has been implemented in attempts to soften the blow during a heavy impact.
- Shell becomes the fuel supplier for the NTT INDYCAR SERIES and the Indianapolis 500 Mile Race, using a second-generation ethanol derived from sugarcane waste & other biofuels.

Event changes:
- This year's race will not award double points to the 2023 NTT INDYCAR SERIES championship.
- The modified qualifying format from 2022 will remain, however it is slated to see it's first use with bumping with 34 entries.
- Bonus points being awarded towards the 2023 NTT INDYCAR SERIES championship remain for qualifying.
- The local television & streaming blackout returns in full (unless race day reaches venue capacity)

Race start is scheduled for approx 12:30PM CST?

This is showing approx. start time of 12:45PM EST, which is more in line with the usual start time of very late morning Indianapolis time.

OK... I know why I was confused.

Before 2006, most of Indiana did not observe Daylight Saving Time. However, some counties decided to use DST, creating confusion about what time it was around spring and fall.

Basically, I was going off an assumption that either they were CST, or that they didn't observe DST... Regardless, I've been assuming the wrong time at the Speedway for almost 20 years.
