A Mailbag writer invited Pruett to open the books on Silly Season, with the following insights;

-Ilott is believed to be at the top of Floyd's list to replace Palou, although the idea of moving Ericsson to the #10 and finding another driver with money to backfill him is also floated.
-Armstrong is impressing the team, but he needs more money to go full-time.
-SPAM are open to the idea of running a 4th car, but they would need a sponsor, and wouldn't necessarily use such a car to keep FRosen around.
-Pruett strongly believes that Blomqvist will be lowering the average age of MSR's driver lineup.

tl;dr
-Lots of drivers are out of contract at the end of the year, and there may be one or two extra cars as well.
-Grosjean is about to be offered an extension by Andretti.
-Penske will stay with their trio and will likely be the only top team to stay as.
-Floyd will be busy; Palou needs a replacement, Ericsson will need a contract extension, and as above, Armstrong (or the team) needs to bring more money. Dixon is the only CGR driver who is guaranteed to stay at the moment.
-Simpson could be part of the equation - if he develops well in his NXT and sportscar program, Indycar will be his home in 2024, perhaps even in a 5th Ganassi car if the other 4 are all settled by the time that discussion takes place.
-See the above post for SPAM's intentions (O'Ward, Rossi, Palou, possible 4th car).
-Andretti have Herta and Kirkwood under contract, Grosjean is about to join them, but DeFrancesco is on the outs.
-RLLR have Lundgaard secure but both Rahal and Harvey are not, with Harvey in particular poised over the trapdoor.
-As stated above, MSR are about to bulldoze the retirement home. Blomqvist is almost assured to replace Helio, and if Pagenaud doesn't improve then he may be shuffled to sportscars. Pruett raises a Harvey return as one possibility.
-Juncos, Coyne and Special Ed are also looking at changes, either by choice or necessity.
-The prime figure for the moment is Ilott - just about all the vacancies listed above have been linked to him. Although it isn't clear if his contract contains specific get-out clauses, so it may be that his suitors will have to pay Juncos a significant ransom to pry him loose.
-Ericsson is also of significant interest, and there is a new wrinkle for him going forwards; up until now the Rausings have paid his way, but they have agreed to end this arrangement at the conclusion of his current contract, and Ericsson will be looking for a pure salary. Andretti, Shank and Rahal have indicated that they are open to this. As suggested above, Floyd may have to move him to the (already fully-funded) #10 in order to accomplish this.
-The same teams looking at that Swede (as well as Juncos) are also looking at the other, although the door at SPAM is not completely closed to Rosenqvist.
-Schumacher has been considering the idea of making the jump across.
-Malukas is another driver at a crossroads when his contract comes due. Ganassi has been interested for a while (and he can bring money), but his father wants to start his own independent Indycar team to pair with his legion of NXT cars. Staying where he is is also an option.
-Rahal Jr. is likely to renew with the family team, but if he wants more trophies as a driver, trying to squeeze in at Ganassi may be a viable alternative.
-Lundqvist has been working hard to keep himself in the front of the minds of the team owners, and both RLLR and Shank may be interested.
-Askew is also being considered by at least one team owner.
-All in all, there are at least 6 new or expanded programs on the table (Ganassi, SPAM, HMD, Abel, Cusick, Paretta), although the limit on engines will mean that not all of these will go beyond that stage.

It's so that the circuit is more usable in the winter months - otherwise the drains get clogged from erosion of the gravel off-track when it rains

construction got backed up massively with all of the weather that area got this winter (the bridge on the front straight is closed off entirely because it's not done)
