To be fair the visibility looked pretty awful. F1 wouldn't even be out the garage with this amount of rain.

They probably never had any intention of starting, just wanted to keep the ratings up for a bit longer.

Well it's good for the drivers to have a feel for the track.

Also, I understand the main concern is visibility rather than grip, and that can only be evaluated by letting cars on the track.
