Strictly speaking, there probably has been, but that was because yellow flag rules probably didn't exist long ago.

They are supposed to do it (somehow) for NASCAR only. They feel its too dangerous for IndyCar.

The fewest was 4 in 1990. Before that 2 cautions when Mario won in 1969.
