tl;dr
-The plan was indeed for Colton Herta to move to Europe and be part of the Andretti-Sauber operation, and for Kyle Kirkwood to fill that spot. But the Andretti-Sauber deal has fallen through, and Andretti's option on Kirkwood expired at midnight this morning.
-Kirkwood (and his cheque for $1.3 million) has been linked with various teams, including Foyt, whose primary objective is to get ROKiT to commit further, potentially to the point of sponsoring a third car. Tatiana Calderon is first in line should that deal be extended.
-SPAM have tested Hulkenberg, and will test Vandoorne, but they are in no rush to find the right driver for what will be a part-time car.
-Ganassi is likely to stretch to a fifth car for TK at the 500, but if Johnson wants to do any other ovals beyond that then TK will be compensated to step aside.
-Carpenter wants RHR, but everything is in a state of flux until the USAF decides if it is staying.
-Carlin is likely to be subsumed into the Juncos-Hollinger operation in some way, ranging from an alliance to an outright purchase of assets. The driver is an open question - Chilton might return, but Daly and others may also be considered. Money would grease the wheels for any aspiring applicant.
-Andretti are still waiting to announce DeFrancesco.
-Coyne's drivers will almost certainly be Malukas and Sato, but there are bigger questions over the team partners, with 3 of them (Vasser-Sullivan, RWR and HMD) and only 2 cars. VS may be the odd one out.

According to german "Motorsport Magazin" Hülkenberg abandonded his Indycar-Plans. Hülkenberg: ""A quick update regarding Indycar: It was exciting to have tested an Indycar car two weeks ago and I thank Arrow McLaren SP for the opportunity. However, for personal reasons I have decided not to continue."
