Why not? Just like you have beer without alcohol, why shouldn't they do the same and sell e-cigarettes? It's just another way of making money and instead of losing costumers, they'll maintain them.
PS: It's funny that alcohol beverages are being discussed in the US GP topic and here we're discussing tobacco
