You don't need wet tyres to go racing in that at the moment, you need an outboard motor and a rudder.

Let's be honest: if I had the moral responsibility of signing a paper with my name saying "they can race", or to keep the Indy Lights race going, would I do it?

Considering I could get sued if someone is badly injured in the race, I would definitely be on the safe side and call it a day.

What history? This series only started road racing about 10 years ago.

What is the official protocol? If there's a rule clearly saying let the drivers vote and decide to go, relieving the officials from any blame, then it would work. As long as it's the officials' responsibility, they'll be conservative no matter what the drivers say.

"Duty of Care".

Even if you place the onus of responsibility into someone else's hands, you are still ultimately responsibly for their safety, that's why the tracks/organisers won't run the race until they have made every effort to make the track safe nowdays. So even if it was written into the regulations that the drivers had the final decision, by the letter of the law, the track/organisers would still be liable for anything that went wrong.

Ok, if you're going to nitpick, I'll explain it in a different sense.

Indycar has, in the RECENT past, come undder fire for making poor decisions regarding track conditions. I'm sure that is in the back of their mind right now.

I'm not trying to pick a fight, rather just trying to understand whether there's been any other examples of wet races in Indycar, plus any that have been a farce. Loudon is a great example but some of that issue was circumstantial, some of that had nothing to so with road racing.
