So they red-flag the race in case of rain to allow everyone to put on wet tyres? Is it the same rule in Indycar as well?

edit: ok the commentators cleared it up, it's up to the teams in Indycar, and to the officials in Lights.

I'd suggest literally wrapping the drivers cotton wool (because that's what the organizers are metaphorically trying to do). As an added benefit that might help to soak up the standing water.
