Wasn't watching/listening, but apart from the sheer dumbness of the idea, how was it deemed it was their fault? Lack of communication?

I'm wondering the same. Penske did the same thing on Tuesday with all four of their cars. This penalty only makes sense if Team Penske communicated their deal beforehand and RLR didn't (which, as far as I know so far, hasn't been explained one way or the other yet).

I'm not finding much information out there yet on the web, honestly, other than a tweet stating the penalty was for "improper conduct". Which could boil down to communication but could mean other things.

Penske also did it during the 5 minute period solely used for install laps
