He knocked Scotty off yeaa, but he was trying to drop back behind him because that was what Kelly was told to do earlier in the race. He tried doing it before officials told him to.

Then do it where it's safe, not on the racing line with a car right behind you.

It's a bad incident all around, but Whincup should have known better than to check up on the racing line to redress, especially with another car behind him.
