How can they still give Bright 3rd even though he cut more than half the lap after getting spun, and came out ahead of where he would have normally been.

Apart from Malaysia between Phillip Island to Sandown equals trash circuits and has been for quite some time. Symmons Plains is a joke too.

I've always found it odd that Australia seems to have fairly average permanent circuits in terms of facilities etc. but do some of the best street tracks in the world

Australia has always had average permanent circuits (or at least as long as I can remember.) Outside of Phillip Island and Sandown probably only Lakeside could be classified as a good track of the ones that are still active.
