FWIW, a NASCAR official tweeted the time-stamped screenshot of the actual moment of caution and the 4 was still ahead. So, unless that was some quickly hashed-together fabrication, there must be a delay between what NASCAR considers to be "the moment of caution" and when the viewers see the caution lights flick on.

Do keep in mind that the caution lights Texas uses is in two separate pieces: the ones we see on the fence and the LED ones that is faced towards the fans. The LED ones are NOT official.
