Monaco as a racetrack

Controversy aside, in the dominant mercedes on Fresh Tyres, Lewis would've just breezed by the two ahead of him and still won.
Monaco isn't a racetrack just a prestigious location for a procession interrupted by a couple of pit stops and a crash or two.

Williams were bad, but they had similar issues in 2014. Massa was able to rescue a 7th place finish though.

Kvyat let Ricciardo through because he was faster and had an opportunity to attack Lewis. Because he couldn't overtake him, he gave the place back to Kvyat at the finish. Nothing wrong with that IMO. :)
