What I meant by outstretched arms is outstretched and cleaning. Their arms are just holding the car, not stretching out to clean the visor or remove debris from the sidepods.

I think they're just stabilising the car to stop it rocking slightly and making it easier to get the wheels and wheelnuts on without any movement ... maybe the refuelling guys are just bored and wanted something to do in the stops again.

Yeah they're just holding the car aren't they. I tell you what, after seeing that gif a few times, I'm seriously impressed by the job these guys do. The guys on the guns are starting to undo the wheelnuts the INSTANT the car has stopped. There's not even a half a second delay. It's so quick, smooth and faultless.
