I said it before, this rule has been used in the last F2 race as well, if there's a SC situation during the last lap, it will enter the pitlane and no overtaking is allowed. It's a new rule and it was explained there. Obviously those teams knew this rule otherwise they wouldn't have told their drivers NOT to overtake.

But when race directors get it wrong it's another story.
That "race finish under SC" is not a new rule at all. Same rule was used in the 1999 Canadian GP the first time:

Despite the fact that in 1999 they were not allowed to pass before start/finish line, it's quite the same situation - just without any green flag or "track clear" message, which was obviously the stewarts misstake as we already clarified.

CART, Sanair 1985; Caution on the final lap. The pace car pulls in and Pancho Carter passes Johnny Rutherford for the win. Carter was not allowed to keep his win because he passed before the finish line.

There were 4 recored passes in the race (not including the Schumacher one) and they were all done by Alonso in the first 15 laps.

Do they include the backmarkers that let him pass? I know Glock and maybe another fought for the position, but I don't think they all did.

in a straight line HRT are as fast as any car without a F-duct. It's all down to downforce and lack of car performance.

Back on this topic, I have heard from multiple marshals that the green flags don't overrule the rule in the rulebook. It was just an indication that the track has been cleared of any obstruction.
