The FIA don't tend to police it until after Free Practice because they're still testing their pressure pads/telemetry or the layout of the runoff bollards directing the cars themselves, so its as much a testing session for how they want the runoff zone to work and the equipment to make it work as much as it is for the drivers too

The medical car and doctor's car don't tend to test the runoff zones as much as the F1 and support series do on the friday
