So turns out Hamilton will start 4th and Norris 5th because FIA are morons who don't understand that a three grid drop should mean three grid drop irrespective of the penalties of others.

Then there's problem when driver placed 5th gets five-place penalty and driver placed 7th gets three-place-penalty. So one of them has to get penalty reduced by one place.
