They should. The rules were not followed. It's either all lapped cars or no lapped cars, not just those in front of Max.

They seemed more in a rush to have a green finish between the leaders, rather than just addressing the race situation itself.

In any other race this woul've been a red flag, or a SC finish without drama. But they prefered not freezing the championship in place under SC even if it meant sort of rushing it

Under what rule would any protest come and what penalty would be applied?

If the unlapping procedure is entirely under the control of the race director, then I don't see what can be appealed anyway. If the rule says 'either all or none lapped cars will be allowed to unlap', then there may be a point. But if it doesn't...
