The best fix without compromising performance is to put an active suspension on the cars. But if they push for that mid season that could swing order once again

This is from a not-even-close aerodynamicist (me):

What if they increase the minimum ride height, but allow side skirts to help "seal" the floor to get at least a bit of ground effect, but not enough to actually stall the underfloor and create the bouncing?

They should measure the maximum bouncing that is allowed. If your car can stay under the limit, good job. If you go over it, you have to adjust your car until it reaches the limit. But there should not be a mandatory new rule that punishes all cars, even those who did a better job.

Unfortunately this would probably make it just as bad - the stall happens because the floor generates more and more downforce as speed increases.

Yes, I meant the side skirts to prevent the car from being sucked into the ground as much as it is now, reducing the effect of downforce and therefore avoiding the stalling.

Ironically, skirts actually provide a massive increase to the downforce because they seal the sides of the car, giving only one entry and exit. Lotus discovered the benefits while trying to stop the sidepods on the 78 from sagging, IIRC.

I think most series that have kept ground effects (like IndyCar) avoided them to limit the downforce. The only exception to this I can think of was the World Series by Renault/Nissan/Formula Renault 3.5 cars, and even they didn't touch the ground.
