Why dont they just let Verstappen fall back and count him in the lead lap?

Because that would be too simple. We need double yellows, vsc, sc, cleaning up the track and then delta time unlapping procedures.

to maintain the integrity of the timing and scoring, which is done electronically. they can make physical changes on the track, but keep their hands off the electronic timing
