The only other ones I could think of would be the Ligier/Prost runs of 1996 and 1997. 1996 was a fluke, a non-race winning car winning a race.

Fisichella, Brazil 2003 would count I guess. Jordan definitely on the downward spiral and barely scored another point all season.

Would you add Perez in Malaysia last year? Very good car but second year driver in tricky race in non-winning team...

Fisi maybe should be on the list and Perez definitely. But when it all comes down to it Fisi won thanks to a huge slice of luck (Panis, Monaco 1996 style) and Perez finished second, which makes little to no difference to the conclusion that drivers and teams from outside the established do not win races. If you count Vettel's two and Herbert's one (which I'm being very generous in not excluding), that's an average of one win every ten years. Not a great stat to support the chance of either a Force India or Sauber providing F1 with the next new winner.

Grosjean would be more logical, but I feel he's lost that thing inherent to a race winner driver.

Unless a Monaco '96 or Nurburgring '99 happens again I think Perez will snatch his first win.
McLaren will likely improve while Lotus seem to lack the cash to stay on top, let alone improve

Not a good example either, the first-half 1997 Ligier was potentially a race-winning car. Panis regularly challenged for the podium and was 3rd of the championship before his unfortunate accident.

Trulli actually led a good chunk of that race in Austria

The 1997 has Ligier has already been mentioned, check the previous page. But it didn't win and that's the point entirely. Regardless of how much of Austria Trulli lead, he didn't win.
