why would anyone have thought things would be much closer? Because of testing and free practice?

Mercedes have the best package since a long time. Ferrari and Renault cannot just improve the engine in such a way to become faster when you can only have 3 engines to complete a whole season. All the money spent is probably more into reliability and not pure speed.
