Am I understanding this correctly that the circuit is effectively closed for the fans, but that FP3 is going on?

Yup, they closed the gates earlier on due to road/parking issues. Will be open later on for Qualifying.

Charlie really has different threshold for sessions. If this was race or qualifying, it would be red flagged. But somehow practice session are often held normally notwithstanding the weather, like in Brazil 2013.
