I think you're on to something there - any team going into the season with no experienced drivers is at a disadvantage when it comes to comparing things to last year, or indeed previous years. Stoll has 0 experience, but Massa is one of the most experienced drivers out there, and one of the few (nowadays) with proper, regular testing experience. Williams would have been counting on decent feedback from Bottas, and now at least can fall back on Massa's experience.

if they set a throwback livery the press might speak more of the team and suddenly something magical might happen: a major sponsorship deal

but no, they keep doing their liveries like what Honda did in 2007

Ron Dennis has only ever had two liveries (as a team boss) in F1. Red and white, and silver / grey with black. I wouldn't hold out much hope.
