I think you have to do a season of VLN first. Or at least a few enduro races.

Firstly, you'll need to get an International C license and then you need to complete 3/4 4 hours VLN races to be allowed. Thats what they said on RLM.

International C? Many drivers only hold national licences. And yes, you have to do some VLN races before, in the past it was 2, I don't know if it was changed now.
There is also a rookie briefing where every Nurburgring 24h driver has to take part - also the likes of factory drivers
