A minimum pit stop time will be enforced throughout the race. Teams are given one joker for the first six hours of the race and another joker for the race’s last six hours. These joker stops will have no minimum time and have been included to “allow for strategies to remain flexible throughout the race,” the organizers said.

Stint lengths will be limited to 65-minutes and drivers will not be permitted to complete more than two consecutive stints.

Finally, teams will have to complete at least one technical pit stop before the race’s final hour. This stop can be no shorter than four minutes in length and is intended to allow teams time to change brakes without being pushed against the clock. The Spa 24 Hours has a similar regulation mandating technical pit stops.

Means these two joker pitstops won't be have to obey the minimum time. Which is why they're called jokers.
