If IndyCar had balanced the engines properly, and didn't have retarded rules on who can have what engines, then we wouldn't be in this situation in the first place. You can't promise to balance the engines, then stop people moving when you fail to balance them. And given Lotus is probably going to go tits up, leaving these teams with nothing, perhaps letting them take other engines so they can survive is in the interest of the series.

The only way they could balance the Judd is if they allowed Dragon and HVM to run Sterno instead of ethanol.

Just let them go full boost on qualifying and race. That way they would make the race, and we would see some massive blowups during the race (or qualifying for that matter, if the engine can't last 4 laps)

Problem is that removing restrictions is expensive for the engine suppliers & engine failures are expensive for the teams (Who have to buy a new unit) & in the current cost cutting era nobody wants to spend any more than they need to.
