There were two cars stuck in the nouvelle chicane, VSC was never gonna be enough, but interesting it's their first reaction in every situation out of blind hope things will clear up themselves.

They were guiding the drivers cut the chicane. There's no rule that multiple cars can't be recovered under VSC. They already recovered one under VSC, with another left. No logic whatsoever.
