Not sure how the 16 was the one that blocked the track, looked like the only on that wasn't involved in the incident

They were guiding the drivers cut the chicane. There's no rule that multiple cars can't be recovered under VSC. They already recovered one under VSC, with another left. No logic whatsoever.
