I think it still is, one race does not make a competition. There have been good races this season with good driving. This wasn't the best example.

More penalties: Valsecchi gets time penalty for overtaking SC, no points, Calado on pole for sprint
Palmer and Gonzalez get 10-place grid penalties each for causing a collision.

Great logic: Gonzalez finished 16th, Palmer was 22nd (retired). After both got 10-place penalty, Palmer starts 23rd and Gonzalez 24th.
