Yeah but to be honest it is not the FIA's fault that the helicopter has not arrived back yet.

What are the other (no fatal) occasions that medical helicopter has left the circuit, and if so, were there similar long breaks?

the last I can think of: Hamilton 2007 Nürburgring, after qualifying accident.

It's their fault because they should have at least 2 or 3 helicopters so they don't stop racing.
Imagine if a marshall gets hurt, what would happen ? They would also red flag the race and wait until the helicopter comes back ?

That I fully agree with. Two helicopters should be an absolute must.

At a circuit such as Spa there simply isn't the space to have a few helicopters. If it's an emergency, they can get one in from the nearby airport within 10 minutes.
