I'm surprised FIA didn't add to their rule a rear wing with rear wheel covers (which should be mondotary under wet condition) to avoid spray from the rear of the cars.
This is why Pierre was so angry. Tractors were on the track but since he was way back after a pitstop (and was catching the field), he pasted them at almost full speed.
