In 95% of cases yes , ligthning falls in precipitation zone because the air is wetter and so more conductive for electricity which makes it much likely for an arc to appear. However there is a rarer type of lignthing (don't know the name in english) which can appear between the very top of the cloud and the ground , and can strike several kilometers away from the rain. This is where all the popular legend of "lighthning but no storm" come from btw(and I guess the 8 miles rule is in reference of this). The true question is why they didnt just empty the grands stand for 10-15 min while there is a risk and restart the race.Everybody have internet on their phones now , so people could have followed the race during this short period of time when they couldnt be in the stands. (And nascar have been running races with empty stands for while a now , so I don't see why it's sunddenly an issue for them)

Spotters have to leave the grandstands too.

If it had to end due to weather, at least it was a new winner. Sure beats another forgettable JJ/Harvick/Busch win.
