They could just move the lapped cars to the back of the queue, and not give them their lap back. I don't have a massive problem with cars getting a lap back (it adds to the show, and gives drivers motivation to keep going if they lose a lap early in the race because of a problem). But you can also argue that it wastes time and they've not done anything to earn a free pass. It's very NASCAR-esque.

Whilst we're at it, they may as well close the pits when a Safety Car comes out, and let the pack bunch up first. That would really allow for some different strategies and mix things up, like Monza.

This! I'm surprised Ross Brawn hasn't come out more for this change.

They already have a LOT of pressure just asking why a SC was needed, from Horner, probably Wolf as well. Closing the pits would wreck havoc there, unfortunately.

closing the pits is the closest of a gimmick they can get without being a gimmick

since cars don't need to worry about refueling, this practice is quite good, despite screwing races of team mates placed behind

but the main target here is to kill leapfrogs some drivers do to keep advantage and of course stops VSCs from happening
