Clio race red flagged because of drizzle

Honest to god, not even a downpour, a drizzle (that's already over as I type) that caused 2 cars to run through the gravel

Have I missed the FIA directive that now means they decree rain means an immediate red flag because of danger?
Or is it just these series try to save money on not having any wet tyres so have to stop racing in the rain, nascar style.

He just clipped the kerbs on the inside of turn 1 and plopped into onto its roof.

Would've been a tast barrell roll if there was still gravel there, but it slid on its roof and hit the barrier upside down, which is a bit scarier.
