From next year, 10/15 drivers will be nominated by one of the F1 teams and run their livery. Nothing says it's an academy program or scholarship or whatever, just a pick a driver and they'll run their colours kind of thing.

Edit: It will also officially a F1 support series from next year.

But then, lo and behold, 2025 will see introduction of a new F1+ series only for women, sitting inside AI guided F4-cars. Top-5 will receive 40 superlicense points.

so 3 rounds at muslim countries, I guess they're trying to make a statement or they're lacking support races so this will make a nice fit into the schedule
